Otto is an amazingly friendly two-year-old who was found chained to a fence with no shelter, food or water. He has what looks like a broken tail which bends down. It makes him that much more special when he happily wags it when meeting a new person or dog he likes. He plays in off-leash playgroup and is a great student, having learned “sit,” “sit/stay” and “down” from his VALOR veteran friends and recently made fans at the Illinois Youth Center with incarcerated youth.
